Draft Minutes of the Meeting of St Bees Parish Council held on Monday 15 December 2008

at 7.00pm in the Village Hall

183/08 APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllrs P Smith, J Haile, J Rowlands

184/08 DECLARATIONS OF INTEREST

Cllrs Bettinson and Sim declared an interest in agenda item 6(b) as Pagan trustees.

185/08 PUBLIC PARTICIPATION

There were no items raised.

186/08 CHANGES TO WASTE COLLECTION ARRANGEMENTS

Mrs Fisher outlined proposed changes to waste collection arrangements to be introduced in February 2009. The changes were being made as part of the drive to encourage recycling and reduce the volume of waste going to landfill. There would be no change to the twin bin collections which would be extended to more households in the Seamill Lane area. For those properties which will continue to have weekly bag collections there will be a limit of two bags per household, although large families could apply for exemption from the limit. Calendars showing the dates of recycling box collections would be issued shortly. CBC would be providing information to all the households affected and staff would visit the village when the changes were introduced to provide help and advice.

In answer to questions Mrs Fisher said there were no immediate plans to include plastic in the household recycling collections, although this might be possible in the longer term.

The Chairman thanked Mrs Fisher for coming to the meeting to explain the changes.

187/08 MINUTES OF THE MEETING HELD ON 17 NOVEMBER 2008

It was RESOLVED that the minutes of the meeting held on 17 November 2008 be accepted as a true record and signed by the Chairman.

188/08 MATTERS ARISING FROM THE MINUTES

(a) Proposed change to speed limit

Cumbria Highways had responded to the points made in the Council’s letter but had decided to continue with the proposed change. The formal consultation period had ended on 11 December. An objection had been lodged on behalf of the Parish Council and several councillors had sent personal letters of objection. The proposals would now go to the Local Committee on 6 February.

(b) Pagan Trust

The Trust was seeking legal advice on changing the trust deed to allow more trustees to be appointed. The costs of the legal work were not yet known.

It was RESOLVED that the Council assist with the legal costs up to a maximum of £500.

(c) Play Area Planters

The village school had agreed to maintain the planters around the play area.

It was RESOLVED that the costs of tools, compost, plants etc be met by the Council up to a maximum of £100.

(d) Rottington Noticeboard

A possible site had been identified outside Rottington Hall. The Clerk was checking ownership of the land. CBC had confirmed that planning consent was not required.

(e) Other Items from the Action List

  • Budget 2009/10 – It was noted that the budget approved in principle at the last meeting had been amended to take account of the minor changes agreed at that meeting. The precept had been notified to CBC.

  • Seats- the damaged seats had been removed. The new seats would be installed as soon as the weather is suitable.
  • Land Registration – the deeds for land owned by the Council had been passed to the Land registry who had confirmed they were all in order. An application to register title to the Pinfold could be made at a later date.

189/08 BMW MOTORCYCLE OWNERS CLUB RALLY

The Adams Recreation Ground Committee had been approached by the Club as a possible site for their anniversary rally in 2011. The event would attract 200-300 people with camping facilities being provided at the Adams Ground. The Adams Committee had asked for the views of the Parish Council on whether the event would be welcomed by the local community.

It was generally agreed that the event should be welcomed provided that it was properly organised and managed.

190/08 COMMEMORATIVE PLAQUE

A letter had been received from Mr R Jopling explaining plans to mount a plaque in the Priory in memory of residents of St Bees who lost their lives in World War II. There is already a plaque commemorating Sandwith residents but no similar memorial for St Bees. It was not yet decided whether the plaque should include the name of a St Bees woman who died in an air raid on London. The cost of the plaque is expected to be approximately £150.

It was RESOLVED that the cost of the plaque be met from Council funds with the wording to be at the discretion of the organisers of the project.

191/08 REPORT FROM COMMUNITY POLICE OFFICER

No report had been received.

192/08 REPORT FOR COPELAND BOROUGH COUNCIL

It was noted that there was still a need for more signs reminding dog owners of their responsibilities. The Clerk would continue to press CBC.

193/08 REPORT TO CUMBRIA COUNTY COUNCIL

It was noted that the two street lights on Coach Rd were still out of order despite previous reports. The Clerk would check when the repair would be carried out.

194/08 PLANNING

(a) New Applications

The following new applications had been received for comment:

  • 4/08/2535/0F1 Installation of multi-fuel appliance & construction of external chimney

Keirdlann, Finkle Street, St Bees

It was RESOLVED that there were no objections to the application.

  • 4/08/2540/0F1 Amended application for apartment block to include external decking

Plots 14 – 14c Fairladies, St Bees

It was RESOLVED that there were no objections to the application.

  • 4/08/2543/0F1/4/08/2544/0L1 Alterations and extension, Mayfield, Finkle Street, St Bees

It was RESOLVED that there were no objections to the application.

  • 4/08/2562/0F1 Single storey extension, 8 Abbotts Way, St Bees

It was RESOLVED that there were no objections to this application.

(b) Approvals/Refusals

The following decisions by CBC were noted:

  • Detached dwelling & garage, Outriggs, Outrigg, St Bees– Approved with conditions
  • New porch & double garage, 2 Seacote Gardens, St Bees – Approved

(c) Fleatham House Appeal

It was noted that the Planning Inspector had upheld the appeal by the applicants and the development could now go ahead subject to conditions.

It was RESOLVED that CBC be asked for details of the monitoring to be put in place to ensure compliance with the conditions. It was also RESOLVED that an item be included in the Parish magazine reporting the decision.

195/08 FINANCE & ACCOUNTS

(a) Payments to be approved

It was RESOLVED that the following accounts be approved for payment:-

  • Cheque no 001373 J Donaldson – salary December 2008 (including back dated salary award) £466.11
  • Cheque no 001374 J Haile – reimbursement for purchase of Christmas tree £135.00
  • Cheque no 001375 St Bees History Group – donation (agreed at Oct meeting) £250.00
  • Cheque no 001376 United Utilities – water charges £7.74
  • Cheque no 001377 Land Registry – title registration fee £30.00

196/08 CORRESPONDENCE

(a) Letter received from Mrs M Craze-Gray expressing concern that only some of the roads and footways on the Fairladies estate were being surfaced. The Clerk had checked the position and it appears that the work is to be done in two phases but CCC have agreed to adopt all roads and footways once they are finished to adoptable standards.

(b) Letter of thanks received from the Friends of the Priory for the recent donation.

(c) Update received from Cumbria PCT on implementation of the measures included in the Closer to Home proposals. Noted.

(d) Letter of thanks received from FLAG for the recent donation.

(e) Invitation received from CBC for councillors to attend training sessions on the Code of Conduct.

(f) Letter of thanks received from the Village Hall Committee for the recent donation.

Notification of various temporary road closures for repair work

197/08 ANY OTHER BUSINESS

(a) It was agreed that Mr S Rothery, Road Safety Liaison Officer, and the local community police officer be invited to the next meeting.

(b) It was noted that the Cumbria Wildlife Trust was working with the PCC as part of a project to develop wildlife areas around churches. It was hoped that they would provide help with designing an interpretation board for Priory Paddock.

(c) The improved rail service through St Bees and the increase in passenger numbers using the line were noted.

It was RESOLVED that the next meeting take place on Monday 19 January 2009 at 7.30pm in the Village Hall.
